Safety data sheets, UFI codes & CLP labels Chemical compliance for selling in the EU

Before a chemical product may be sold in the EU, EU law requires certain steps: a safety data sheet, a UFI code with poison centre notification and a CLP hazard label. We complete these mandatory steps for manufacturers, importers and distributors inside and outside the EU, from a single product to an international product portfolio.

From 1 January 2027 distributors who relabel hazardous mixtures, sell them under their own brand or supply them to further EU countries must also submit a poison centre notification, unless it already exists.

  • Windsor Framework

    Northern Ireland

EU CLP continues to apply in Northern Ireland, including the UFI on the label. We check which rules apply to your products on both sides of the border.

Supplying Ireland from Great Britain?

Since 1 January 2021, Irish customers of suppliers in Great Britain are EU importers, with REACH registration, PCN and labelling duties. A label without the contact details of a supplier in the EU does not meet CLP.

  • We act as your REACH only representative in the EU, so your Irish customers do not have to register.
  • We prepare EU safety data sheets and labels with an EU contact address.
  • We submit the PCN for the Irish market and generate the UFI.

FAQ

Frequently asked questions

As of:

Are these services mandatory for selling in the EU?

Yes, for most chemical products. EU law requires these steps before a hazardous product may be sold in any EU member state, no matter where the manufacturer is based. Products that do not meet them may not be placed on the EU market, and market surveillance authorities can stop their sale.

The most important steps:

  • Safety data sheet in the official language of each country of sale (REACH Regulation (EC) No 1907/2006, Article 31)
  • Classification and hazard label (CLP Regulation (EC) No 1272/2008, Article 17)
  • UFI code and poison centre notification for mixtures classified for health or physical hazards (CLP Regulation, Article 45 and Annex VIII)
  • Product-specific rules, e.g. authorisation or notification of biocidal products, EU-CEG notification of e-cigarettes, ingredient labelling of detergents
Do I need a new safety data sheet?

Yes, if your existing data sheet does not meet EU requirements. Since 2023 the EU format under Regulation (EU) 2020/878 applies. The safety data sheet must be in the official language of each country of sale, and section 15 contains national provisions, for Germany for example the water hazard class (WGK) and, for detergents, the Detergents Regulation. Data sheets from outside the EU often follow other GHS systems and must be adapted.

We also prepare new data sheets based on your suppliers' documents so that they stay compliant. For example, when new hazards become known, such as a changed classification of an ingredient, or when your product is not classified in its country of origin but has to be classified in the EU after our review. New information on hazards requires an updated data sheet without delay under REACH Article 31(9).

Who has to submit the notification?

Importers and downstream users who place a hazardous mixture on the EU market, i.e. manufacturers (formulators), re-fillers and importers. Toll manufacturers who produce a mixture for a client may also have to notify.

Distributors who resell a product unchanged do not notify themselves so far. From 1 January 2027 distributors also have to notify if they sell a mixture under their own name or with their own label, or supply it to another EU member state, unless the appointed body there already has the information (Article 45 CLP as amended by Regulation (EU) 2024/2865). Anyone who re-fills is a re-filler and must already notify today. We submit the notification on your behalf. The legal duty remains with your company.

What do your services cost?

You receive a fixed price based on the effort. A notification for a simple product, such as a car air freshener with four ingredients, is done much faster than one for a mixture with more than 30 components.

The quote is free and without obligation. In Germany there are no fees for the notification to the BfR. Some other member states charge fees, which we tell you in advance.

What information do you need for the UFI registration?

For the notification we need:

  • Company name, address, telephone number and e-mail address
  • The safety data sheet and the complete formula with concentrations (section 3 of the data sheet is often not enough)
  • For fragrance oils or other purchased mixtures, their safety data sheet or UFI code
  • Brand and product name, colour, packaging types and sizes, and product photos or the label artwork
  • The use (consumer, professional or industrial) and the countries where you sell
Does one notification cover all EU countries?

Yes, one notification can cover all countries, but only those you select in it. If you add new countries of sale later, the notification must be updated.

In Germany the notification is free of charge. Some other countries charge fees or require information in their national language. We tell you in advance what applies to your countries.

Do I need a new UFI code after a formula change?

Yes, if the composition changes more than ECHA allows, for example by more than ±30 % for components up to 2.5 %. Then a new UFI code, an updated notification and a new label are required.

A new trade name, new packaging or a changed classification also require an update of the notification, but usually no new UFI code.

How does working with you work?

In three steps:

  • You send us the safety data sheet, the formula and, if available, your label.
  • We check the documents and send you a fixed-price quote.
  • After your approval we prepare the notification, safety data sheet or label. You receive the UFI code, the ECHA confirmation and all files.
Does my product need a UFI code?

Yes, if your mixture is classified under the CLP Regulation for health or physical hazards, for example cleaning products, air fresheners, candles with fragrance oil, adhesives or biocidal products. Since 1 January 2025 only the harmonised EU notification format applies.

No notification is needed for:

  • Mixtures classified only as hazardous to the environment
  • Mixtures classified only as gases under pressure or explosives
  • Mixtures used only for research and development
  • Products outside the scope of CLP, such as cosmetics, medicines, food and feed
What is a UFI code and what is a poison centre notification?

The UFI (Unique Formula Identifier) is a 16-character code on the label that lets poison centres find the exact formula of a product immediately in an emergency.

For the code to work, the formula must be notified beforehand. This is the poison centre notification (PCN) via the portal of the European Chemicals Agency ECHA under Article 45 and Annex VIII of the CLP Regulation. Each member state's appointed body receives the data, in Germany the Federal Institute for Risk Assessment (BfR), in Ireland the National Poisons Information Centre. Both together are often called “UFI registration”.

I am a manufacturer outside the EU. Who notifies?

Your importer based in the EU. A manufacturer outside the EU cannot be the duty holder for the poison centre notification itself.

If you do not want to disclose your formula to your importer, there are solutions: the composition can be submitted confidentially, and your importer's notification then only refers to its UFI code. We handle this for you and your importers.

Is generating a UFI code enough?

No. You can generate a UFI code yourself in seconds, with our UFI generator or on the ECHA website. Without a poison centre notification it is empty: in an emergency the poison centre finds no information on your product.

This is one of the most common mistakes: a code on the label, but no notification behind it.

Do I need a label with hazard information?

Yes, if your mixture is classified as hazardous under CLP. The label must be in the official language of each country of sale and contains, among other things, hazard pictograms, signal word, hazard and precautionary statements, your contact details and the UFI code.

Even unclassified mixtures can need supplementary information, for example statement EUH208 if they contain substances that may cause allergies. From 1 January 2028 new format rules from the CLP revision apply as well, such as minimum font sizes. The date was postponed by Regulation (EU) 2025/2439.

How long does it take?

We usually complete simple notifications within 1 to 3 working days once all documents are available.

Express handling is available on request.

Where must the UFI code appear?

On the label or in the safety data sheet, depending on the product. For products for consumers and professional users it appears on the label, with the prefix “UFI:” and close to the other label elements.

For mixtures for industrial use only, the UFI may appear in section 1.1 of the safety data sheet instead; for unpackaged mixtures it is given in the safety data sheet or with the labelling information supplied.

Is my formula confidential with you?

Yes. We use your formula only for your order and transmit it only via the ECHA portal to the appointed bodies. Poison centres may use the information only for medical emergency advice. On request we sign a non-disclosure agreement in advance.
