EU-CEG notification for vapes and tobacco

We notify e-cigarettes, refill containers, tobacco products and herbal products for smoking via the EU-CEG portal, from the submitter ID to the confirmation. EU law requires this before these products may be sold. For nicotine pouches we check the rules in each target country and submit the notification.

Which products must be notified?

The Tobacco Products Directive 2014/40/EU requires manufacturers and importers to notify their products via the EU Common Entry Gate (EU-CEG) before placing them on the market. This is an EU requirement for selling in every member state. It covers:

  • e-cigarettes and refill containers (e-liquids), in Germany since 1 January 2021 also nicotine-free products
  • tobacco products such as cigarettes, roll-your-own tobacco, waterpipe tobacco and cigars
  • herbal products for smoking, which are burned

Nicotine pouches

Tobacco-free nicotine pouches are not yet regulated uniformly in the EU. The Tobacco Products Directive 2014/40/EU does not cover them, so there is no EU-CEG notification for them. The European Commission evaluated the Directive in 2026 and is preparing a revision. Until then, the law of each member state applies.

  • Germany: The supervisory authorities of the federal states classify nicotine pouches as novel food without authorisation (Regulation (EU) 2015/2283). Several higher administrative courts have followed this view. Nicotine pouches are therefore currently not marketable in Germany.
  • Austria: Since 20 August 2026, tobacco-free nicotine products must be notified to the Ministry of Health six months before they are placed on the market. A maximum of 16.6 mg nicotine per gram is permitted. Products already on sale must be notified by 31 December 2026.
  • Other member states: some have sales bans, others their own notification, labelling or maximum content rules.

Our service: For each target country we check whether your nicotine pouch may be sold and which notification is required. We then prepare the documents and submit the notification to the competent authority, on request with safety data sheet and CLP label.

Deadlines

  • E-cigarettes and refill containers: notification six months before placing on the market, also for substantial modifications
  • Tobacco products and herbal products for smoking: notification before placing on the market
  • Annual sales data: by 30 June for the previous year
