Two sets of rules apply at the same time: the Detergents Regulation (EC) No 648/2004 and the CLP Regulation. The Detergents Regulation mainly governs the ingredient declaration, the CLP Regulation the hazard labelling. Both are EU requirements for selling. From 23 September 2029 the new Detergents Regulation (EU) 2026/405 applies.
What must appear on the packaging
- Ingredients under detergents law: weight ranges of certain ingredients (for example “less than 5 %” surfactants), enzymes, preservatives, optical brighteners and perfumes.
- Allergenic fragrances: certain fragrances must be named from 0.01 %.
- Website address for the ingredient data sheet with all ingredients for consumers.
- CLP labelling: many cleaners and dishwasher tablets are eye-irritating or corrosive. If classified as skin corrosive, a child-resistant fastening and a tactile warning of danger are mandatory for consumer products.
- Liquid laundry detergent capsules: opaque outer packaging, bittering agent in the film and further requirements under Article 35(2) CLP.
